Victoria Harbour in a "do not miss" attraction in this city, in fact it is hard to miss as the city is based around it. One of the most beautiful and busy harbours in the world. There are many ways to enjoy it including taking the Star Ferry or the Symphony of Lights in the evenings.
The Harbour is the center of Hong Kong. Maybe not geographically, but it divides up the city into Hong Kong Island to the South and Kowloon, Lantau Island and the rest of Hong Kong to the North.
The views on a nice day are priceless. The best view however has to be from the Star Ferry as you cross from one side to the other. Make sure you take a walk along the Avenue of Stars on the Kowloon side.
You can access this area on the MTR buy going to the TST (Tsim Sha Shui) station and follow the signs. Or if you are on the Hong Kong Island Side, take the Star Ferry over from Central Station.
We stayed in the Sheraton Hotel and Towers and LOVED our view of the harbour from our room. You can also see if from Harbour view rooms of the Peninsula Hotel or the YMCA.
A Symphony of lights is a great way to see the city skyline at night. Make sure you choose to go the day that the presentation is in English to understand the commentary.
The best view for the show is from the Avenue of Stars, but get there early as it can be really busy!
The best views of the Harbour (other than from the Star Ferry) is from the Tsim Sha Tsui side. You can see IFC (second tallest building in Hong Kong since the ICC was built), Central, the Convention Center, and the iconic Bank of Hong Kong Building.
Otherwise it is wise to go high to see the Harbour. As the city is located geographically on hills, or the buildings are really tall, this is easy to do. From the Hong Kong Island side, make sure you take a trip up the Peak on the Peak Tram to see the view.
Or from the Kowloon side, take a trip up to the new SKY100, on the 100th floor of the new ICC building that opened this year (2011). Again the view is spectacular:
